NXPS32K312 Restrict the debug without HSE

when i want to restrict the debug without HSE, i found LC can not be advanced。Can anyone give me some advice to fix that.

Below is the some information i have tried，

the zip includes the .s  and icf file。

The password and LC config word seems to be correct, I can see no problem here.

Isn't HSE firmware installed on this device? Could you check HSE GPR register at 0x4039_C028? If HSE firmware is installed, the LC config word is ignored and the life cycle needs to be advanced via HSE service.
