MCTPX1AK324 Secure Debug enabled?

I am attempting to debug the example project for the triple PMSM project an with the PE Multilink and I received this message:

Secure Debug might be enabled on this device. If so, please unlock the device via PEmicro scripts before attempting to connect again

The board is powered with 12V and the jumpers are set as specified in the getting started guide.

I don't think the board ships with secure debug enabled and the Multilink has been updated to the latest firmware. What might be causing this issue?

I probed the board and discovered a few things that look wrong:

1. V15 = 1.35V
2. V11 = 1.35V
3. PTA5_MCU_RESETB = 0.6V

The other voltages look OK:
VREFH = 5V
VCC_HV_A_MCU = 4.99V
VCC_HV_B_MCU = 4.99V
VBAT = 11.96V

This was the first time I tried to connect. I was trying to start a debug session with the example project.

To confirm, did you upload any code to the board? Did you install HSE or modify anything in the UTES section? Or does it show this message since you received it from NXP/distributor?

I did not install HSE or modify anything in the UTEST section.

I only tried to launch the predefined debug group.

I verified the debugger is working on another board.
