Seems that you are attempting to install to a PC using an account which is not part of the Administrators security group. This is listed as required in the installation guide.
Please contact your IT require higher admin privileges.

@Robin_Shen Thank you for your feedback;But this install was in my personal PC,and the user admin privileges!Then I try it again in admin privileges,but it always failed!
