The VDDPLL, VSSPLL power domain is required for the oscillator input even if you are not using the PLL.
A decoupling capacitor (220 nF, X7R ceramic) should be placed between these supply lines, the internal voltage regulator supplies the power.
If PLL usage is not required, the XFC pin must be tied to VDDPLL.
