I am developing bootloader for part number: 

s912xea128j2maa

We have a function ApplFblSetVfp().

The use of this function is to provide an external power supply while erasing or programming the memory.

Do our controller requires this function to be enabled i.e.,  do we require external voltage to program the memory?

No, S12XE doesn't require external programming voltage.
