p2020rdb custom board ethernet issue

facing issue with ethernet in custom board developed with p2020rdb ,

 In this board we populate section wise .we have two ethernets 'etsec3' & 'etsec1' ,first we populate etsec3 communication established ,

after that i tried to populate the 'etsec1' then it  is succesfully communication established, and etsec3 not working .

whats the problem??

Please check, both ports are use the same phy or different phy.
