It is required to check the following points:
1) refer to the P2020 Hardware Specification and check that all notes after the Table 1. Pin List by Bus are fulfilled.
Pay special attention to the Note 15 and use a digital scope to check the signals behaviour during power-on.
2) ensure that the processor POR behaviour is as described in the P2020 QorIQ Integrated Processor Reference Manual, 4.5.2 Power-on reset sequence.
If these checkings do not help please consider open a technical case to investigate the issue in more detail.
