MPC8548 as pcie root complex

Hi

  MPC8548 links up as the PCIE endpoint but itdoes not link up as root complex. I have checked all the host_agnet_cfg configurations. Is there any errata. It should work as soon as I power on the board. I am trying to lik up this with Plx8606 switch.
