SC16IS741A Rx (no FIFO) Tx (with FIFO)

I need to interrupt on every Rx character (no Rx FIFO needed) but also need to be able to use the Tx FIFO so I don't have to wait for each Tx character.  Is this possible with the SC16IS741A and if so, what register (and register settings) do I need to use?
