i have a confusion about the SBC 6513CAE,while the FS0B and FS1B output is the same as the SBC error output during the SBC start up?

i have confused about the as the below content show:

Second output of the safety block (active low). The pin is asserted low at
start-up and when a fault condition is detected, with a configurable delay or
duration versus FS0B output terminal. Open drain structure

while the FS0B status is the same as the fault condition action when at start up,

and the start up means the SBC from sleep mode to wake up mode?

could you help me to understand ,thanks.

You can see the datasheet page 39 Figure 16. Simplified state diagram revison7.

The right part of statup  flow chart can explain your concern.
