Please, take a look at the KW38 SDK Documentation folder that can be downloaded from the MCUXpresso SDK Builder after building the corresponding SDK:

Here you can find some documents such as the SDK API Reference Manual and BLE API Reference Manual. These documents describe the available functions for the peripheral drivers.
