NTAG213F - Default value of FDP CONF

Just curious what the default value of FDP CONF is in the NTAG213F? 

Is it disabled when it leaves the factory? (00b)

According to https://www.nxp.com/docs/en/data-sheet/NTAG213F_216F.pdf, the default value is 11b.
