EB License Activation Failed: Error "quantity allowed (0)" & 50019

I cannot activate my single-user EB tresos offline license. After returning the old license locally, all license seats of my activation code are locked on the FlexNet cloud server.

I have tried both online activation and offline activation workflows. The corresponding results for each method are shown in the two attached screenshots respectively.
