I followed below steps:

1)  Generated license with correct Host ID

2) Saved to license.lic and placed inside lic folder

For which product do you try to get the license?

Can you provide a screenshot with the file system of the installed toolbox and where you added the license?

Also try changing the extension of the license from .lic to .dat.
