So it works with OpenSDA but doesn't work over JTAG connector, correct?

Have you connected 12V external supply over barrel connector?

Yes, when I use OpenSDA, it works normally, both for debugging and programming, but when I use JTAG, it cannot be programmed and debugged. I have tried both external 12V power supply and USB power supply

I only have one MULTILINK at present, but the project is urgent. can I directly use the OpenSDA INTERFACE/JTAG CONNECTOR on the DEVKIT board as a debugger to debug my other boards?

I checked, my configuration is the same as yours, I think my mutilink may be broken.

You could try to ask PeMicro over their forum:

http://www.pemicro.com/forums/index.cfm

Maybe they could whether some issue exists with their device.

Could you specify DEVKIT revision? It should be stated on label from a bottom of the board.
