new version of the blhost tool, the executable application built from Secure Provisioning SDK, is distributed within MCUXpresso Secure Provisioning tool, that can be downloaded from https://nxp.com/mcuxpresso/secure
Secure Provisioning SDK CLI applications are located in c:\nxp\MCUX_Provi_v10\bin\_internal\tools\spsdk\

At least for me, after trying to download MCUXpresso secure provisioning tool (on screen) also results in 404 page.
