I have attached a file to show all the steps I have followed and the error message that I received. When I posted the previous problem I got connected to serial port using Tera Term but now the cursor was blinking and no message that says LPC_OK.

It seems there is no issue with LPC-link2, you can use another debugger connect your board to test.
How about debut other boards?
And try to enter ISP mode of your board, erase all , then debug again.
