Could you please provide a few more details on your setup and the purpose of your project? What is the smartcard you are trying to communicate with?
It looks like this API is not available for the device you are aiming to use, and you would need to develop the ISO7816 implementation.
Would you consider PN7462 Family? The PN7462 family consists of Arm® Cortex®-M0-based NFC microcontrollers, and it is an all-in-one-solution, featuring NFC, microcontroller, contact smart card reader, and software in a single chip. This device is ISO/IEC 7816 compliant and supported by our NFC Reader Library.
PN7462 support USB CCID and can be interfaced with any PC/SC application running on a PC with Windows OS. Also, the NFC Reader Library for this device includes a demo for USB CCID and Contact/Contactless interface. For more information, please refer to UM10915 PN7462 PC Reader.
