but the Reference Manual states support for FPGA device under the FlexSPI interface

is it just that the kernel is not supporting?

The BSP driver does not support sending generic messages.

Regarding your question:

Yes, the BSP driver does not support flex SPI messages cause it is made to put data (memory).
