PCIe data transfer rate

I want to get clarified on PCIe transfer rate (or Baud rate) in LS1043A I.MX8Q. As per PCIe spec and generation a specified transfer rate is mentioned (2. GTps , 5 GTps etc). Is this transfer rate fixed or can we configure any transfer rate below the maximum specified  rate.

Thank you for the reply. As I understand (If I am not wrong) , you mean that the data (Packet) is transferred over the PCIe link at a rate of of 2.5 GTps or 5 or 8 GTps (based on PCIe generation). 

If my understanding is right, can be use cables from one backplane to other , to transfer data over PCIe at this rate. Are there any specialized cables for this purpose.

The PCIe link rate is fixed.

Consider that data is transferred through this link in packets, so resulting data rate can vary.
