In the LS1043ARDB-PD reference board what is the functionality of PWREN signal?

In the LS1043ARDB-PD reference board PWREN signal from CMSIS-DAP is connected to CPLD. What is the functionality of this signal? In CPLD program I could not see this signal is used anywhere. Please correct me if I'm wrong.
