Can we work with custom LS2084 board without CodeWarrior?

Hello.

Is there any open source or low cost tools for software development and debug for LS2084 processors? Can we use Layerscape SDK with any open-source tools (compilers, linkers, etc.)? CodeWarrior is just expensive and we are interesting for open-source toolchain for software development for this platform.

CodeWarrior is not required for the software development using the LSDK - please refer to the LSDK Documentation, How to build LSDK with Flexbuild:

Can I use JTAG for debug using only LSDK (without CodeWarrior)?
