There is no LPCXpresso board available with LPC3250 target.
Is it possible to get LPC Link as a stand-alone debug probe?

If you read the FAQ previously referenced and follow the links it contains, you will see that LPC-Link is the built in debug probe provided by the original LPCXpresso boards:

We are not in a position to change the part. Also we are not interested to use Red Probe+.
Who is the authorized distributor for LPC-Link in India? Is this product still under support?

As per the FAQ I previously point you at, you can use the original LPC-Link (or a Red Probe+ if you can acquire one).

Note that generally, I wouldn't recommend using the old ARM9 based parts for new designs. You would probably do better looking at something like an LPC43xx.

For Debug, LPCXpresso supports CMSIS-DAP. So, if your uLink is loaded with the latest CMSIS-DAP firmware, then it will be supported.

LPCXpresso supports SWO Trace with the LPC-Link2 version of CMSIS-DAP, but not with any others. This is because CMSIS-DAP does not define a SWO Trace interface, so this is an NXP-only extension.
