Just bought an LPC-Link2 from Mouser.
It gives me the same error when used on 2 different computers that otherwise work fine with LPCXpresso1769 boards or with an Embedded Artists Android Open Accessory mated to a RedProbe.
I tried to reprogram the LPC-Link2 using the configuration tool on this site but it made no difference.
When initially connecting to the debugger, LPCXpresso reports a funky serial number. I have attached screen shots of the window.
I have also attached a screen shot of the error window.

It was indeed the JTAG cable connected backwards. The cable faces towards the inside of the board, rather than the outside like the Red Probe, so that threw me off. The connector actually has pin numbers on the board, I could have checked that...

It means exactly waht it says - it cannot find the target. This is normally caused because the JTAG/SWD cable is connected the wrong way round, or your target does not have any power.
