LPC4078 Program Run in BootRom Area,could not jump to "main()"

When under debug mode , use Keil v5,program is always run in "0x1FFF01S2  4201  TST    ri,r0"  ,and this is BootRom . My program could not jump to Main().

The CPU is continue resting ??
