LPC2378 Failed to autobaud in FlashMagic

we have designed a board using LPC2378.

when download program using FlashMagic, some boards can download program successly.

but we meet that a number of boards always Failed to download while using the same tool and the same setting.

show"....Failed to autobaud Step1...."

I have try many ways, and now have no idea....

what is the problem? please give me some advice.. 

or can I have any other ways to download program to the LPC2378 chip?
