LPC116x PIO0_0/Reset

Hello,

I read on the LPC116x User Manual that the PIO0_0 is configurated as reset by default. Are there any way to change this configuration using the programmer? In Microchip microcontrollers exist that utility wfor the Vpp/nMCLR pin.
