At a glance, it seems that the board of the picture is just a socket-pinout board with debugger connector, so, you should verify the following basic points:
- Target processor is properly powered.
- Debugger is properly oriented and connected on debug connector.
- Processor is properly mounted and aligned on the socket.

As complementary point, the LPC2xxx family is now part of the legacy devices with limited support, so, if you are starting the development of a new project, it is recommended considering a newer LPC device like the LPC54000 or LPC5500 families.
