"LPC-LINK 2" is usable when processor is running with external clock.
If you use LPCXpresso54102 demo board, there is only 32.768k external RTC clock on board, no external clock for CLKIN.
If you are sure you have external clock soldered and workable, I suggest you take use of MCUXpresso Config Tool to configure external clock. I ever tested on LPCXpresso54608 board, external clock worked well during debug. refer this thread:
