I guess I am asking is there a software that can take a .bin file and using the Red Probe+ or ULINKpro D allows me to place it at a given address in the LPC822M101JHI33's internal flash.
If not what to I need?

You can certainly use the Red Probe+ to connect to an LPC822 with the LPCXpresso IDE : http://www.nxp.com/lpcxpresso
The IDE comes with tools that allow you to program the flash on your LPC822 via this probe, though you might also want to consider an LPC-Link2|NXP
