The transmit error counter cannot be manually reset. It is part of the error detection and handling mechanism of the CAN bus. If the error counter is continually increasing then it indicates a problem with either the CAN controller, the bus or the receivers. Eventually the counter will reach 256 and the controller will enter “bus off” state. At this point the firmware needs to re-initialize the CAN controller. The fundamental problem that is causing the counter to increase should be addressed as it shouldn’t happen in normal operation.
