MKL25Z32VFM4 IC not working properly

I am using a MKL25Z32VFM4 IC which is in 32 pin QFN package on PCB designed for my project.

The problem is that, i am getting 1 Volt on VOUT33 pin (no 5) and reset pin (no. 19), whereas I should be getting 3.3 Volts on both.

I have already connected a pull up of 10k on reset pin,

checked the VDD and VSS and they are perfect.

I request all to suggest me the possible cause for this behavior and the remedy

I'd like to know whether you had already programed the application code to the MCU or not.

If it's ok, I'll appreciate when you can share the SCH of the mini-system.
