Hi,

There are several IDE and Probes we can use for MKE04.

For example NXP has these IDEs support it:

Kinetis® Design Studio Integrated Development Environment (IDE)

CodeWarrior® for MCUs (Eclipse IDE) - ColdFire®, 56800/E DSC, Kinetis®, Qorivva® 56xx, RS08/S08, S12...

PE emulators are widely used for this chip

Universal Multilink Development Interface

Universal Multilink FX High-Speed Development Interface

Seger JLink is also good for debuging and programming.
