But I don't know where to download it.

Hi,

First of all, pls refer to section Chapter 26 Kinetis ROM Bootloader in K32L3ARM.pdf, which can be  downloaded from the link:

In other words, there is ROM bootloader, it is not necessary to load flashloader to the flash, you can use blhost to connect to the K32 directly.

You can use above tools to download application code in the ROM boot process.
