MC68332ACEH-16 vs. MC68332ACEH-25 - Oscillating issues

I have an MC68332ACEH16 design where I installed a MC68332ACEH25. The component is not able to lock onto the external 32.768KHz clock.  Nothing has changed other than swapping the 16 for the 25. FW controls the clock divisor. As a test, I can insert an external reference in place of the crystal to allow it to work. The intent is for the -25 to be a drop in replacement.
Is this type of issue expected?

Hi,

From MC68332 <Electrical characteristics> datasheet, there with no obvious different between external clock source. The typical crystal is 32.768KHz.

I also checked the related MC68332 errata file, there are three errata files for different mask set products. There do has one record related to PLL and MCU not existing RESET at power up. The workaroudn is to change the XFC pin filter circuit.

From replacement view, I do not find there with issue reported.
