ccs_reset_to_debug : Core not responding

I am observing the following error on performing ccs::reset_to_debug. 

(bin) 15 % ccs::reset_to_debug
LS1023A: Core not responding
(bin) 16 %

The board's Asleep LED is on. 

How do I fix this issue?

If there is no valid RCW on the target board, please use hard-coded RCW.
