Unfortunately the docs don't give any more information than you already have on the line above the error.
It tried to put the programming algorithm into the device and failed.

I am using the CW for MPC55xx  with the board designed by me. I've checked every signal that I can. There's Vpp on 5.088V. The MPC5554 was configed as RSTCFG = 0, BOOTCFG=00, PLLCFG = 01, WKPCFG=1. The MPC5554 was clocked by a 16MHz oscillator (not by the crystal reference), and had no external memory (The extern bus interface connects nothing).
