What does production use to program boards?

I'm using CW 10.6 with MQX to build projects for a K60 ARM.  I have a license and can debug and flash projects no problem using a PE micro Multilink Universal. So I thought I could generate .s19 files and have production use a unlicensed version of Codewarrior to flash boards. The flash programmer is easy to use.  I've tried two computers and get errors on both.  I attached one of the errors.  Is there a better way?  Is the license the issue?  What can get rid of this error?

1.  Please be sure the "Task Type" choose Kinetis :

2. If still can not work , please tell me what version of your CW license , Professional ? Standard ? or Basic?

And also the code size .
