Has anyone used the CodeWarrior Simulation Extension Peripheral Builder ?  Does it have more simulation features than the special edition version?

Hello

Peripheral builder is a separate product.

It does not provide you with additional simulation features. It makes the debugger an open framework and allows you to extend the simulator with new components.

The peripheral builder allows you to implement additional component yourself.

Also Peripheral builder is basically working for 8-16 bit products only (HC(S)08, HC(S)12(X)).
