For a new project, I would strongly suggest that you consider using one of the MC9S08 family, in lieu of a MC908 device, which have largely been superceded.
The purchase of a demo board for the selected device will provide programming and debug capability via a USB connection. ICP can usually be achieved with the fitment of an additional header, and 6-way ribbon cable assembly, and the removal of the resident MCU from the demo board (usually socketed).
Other low cost programming/debug solutions are also available from third party sources. Also refer to OSBDM forum.
