Integrating an USB JTAG interface on all microcontrollers would require additional elements on the silicon, which may increase the cost of these parts. I agree that this would be beneficial for some customers that may want to use JTAG in all parts in the field. However, as of today this feature is not often required on field applications. The extra cost of probes in manufacturing is overwhelmingly preferred over increasing costs and complexity on the silicon itself, as JTAG is often used exclusively in manufacturing.
