hey , can i develop an application on linux install on virtual machine and then cross compile and run binary on target board ( IMX 53) ? does vitual machine allow me to do this or i have to install linux on pc ? is there any restrictions ?

Install Linux on VM and go ahead!
If you want to run app binary on target board, then make sure that related libs are ported respectively.
