permanently adjust framebuffer image position

for some reason, anything displayed on my lcd is shifted up by about 13 pixels. i tried setting vsync front porch in the device tree and that didn't help. the only thing that works is using the fbset command "fbset -upper 13" which shifts the screen down to the correct position.  How do I make this change permanent?

Please try to play with upper margin option of the framebuffer.

That's what I'm asking how to do.  As I said I can set temporarily the margin with fbset but how do i make the change permanent?
