I am afraid you can not do that, how about your hardware design for the VBUS?
The attached image above shows my VBUS control, which is an IO to control the 5V VBUS power supply

How about the USB1_VBUS voltage, 3.3V or 5V in your design?
Why do you need to use GPIO to control it? Could you tell me your reason design like this
