The CodeAurora repository may contain licenses that are not open source and thus cannot be part of the Yocto Project repositories. They also have modified versions of some recipes and packages used on the BSP Releases.
In the case of the OpTee licenses in particular, it is my understanding that licenses for OpTee in both cases are similar and based on the BSD-2 Clause.
