Hi,
Debug UARTs could be changed, but it is required to consider all the proper settings. Please refer to the following Community threads for details:

imx6q change uboot debug uart 1 to uart 2
The main issue of not having externally available the UART1 could be in case of requiring the Serial Downloader Mode by UART instead of by USB, because the serial downloader UART cannot be changed on the ROM code.
