Unlock RNG with cst 2.3.2?

Could I get confirmation please about having:

[Unlock]
Engine = CAAM
Features = RNG

in the csf file. AN4581 says that this is included by default on CST v2.3+, but I've also read that it in fact is still needed (when wanting to use this one of the two options).

Just wanted to double-check please. And does it only matter if encryption is being used?
