Is the voltage of NVCC_RGMII 1.5V?
I think that the Supply voltage of RGMII I/O has the following settings.
・1.5V
・1.8V
・2.5V
・3.3V
Q2.
How should we choose the voltage for RGMII I/O?
Please tell me the difference of behavior at each voltage.
Customer is considering to adopt the KSZ9031RNX(MicroChip).
Q3.
Is it able to use the KSZ9031RNX with i.MX6SoloX?

yes

there is no difference in behaviour or performance using these voltages,
it should be choosed based on rgmii phy datasheet requirements.
>Q3.Is it able to use the KSZ9031RNX with i.MX6SoloX?
KSZ9031RNX has VDDIO 3.3V, 2.5V, or 1.8V so it is supported by i.MX6SoloX.
