Our design platform :IMX8QX : MIMX8QX6AVLFZAC + 16bit DDR3L/DDR3.
IMX8QX support 32bit+8bit DDR3L. But we need only 1pcs 16bit DDR3L.
1. Can we design with only 1 pcs 16bit DDR3L(lower 16 bit), and leave 16~40bit DQ floating?
2. Whether IMX8QX support DDR3 voltage level: 1.5V?

Ans: Yes, You can use 16bit addressing and leave 16~40bit DQ as a float. Because MMDC is a multi-mode DDR controller that supports DDR3/DDR3L at 16bit mode.
Q2:Whether IMX8QX support DDR3 voltage level: 1.5V?
Ans: Yes, Refer to datasheet page number 13.

the picture show IMX8QX VDD/VDDQ I/O support DDR3L:1.35V, MAX DDR3L voltage :1.45V.
and IMX8QX datasheet does not show whether support DDR3: 1.5V, 1.425~1.57V(DDR3 voltage range),
only show DDR PHY supplies VDD_DDR_VDDQ max:1.75V. Does it means that we can use DDR3 IC and supply 1.5V voltage to VDD/VDDQ?
