IMX6 VPU Encode Setting

Hi：

   I'm using i.mx6 VPU to encode YUV420 with H.264.

   For Static scene, I-Frame is twenty times the size of P-Frame.

   How can I to control I-Frame eight times the size of P-Frame for static scene ?

   For some reason, bitrate and GOP size are fixed  ( e.g.  Bitrate: 3Mbps   GOP: 30).
   To meet the goal, is there any other parameter to set ?

   Last time, I didn't get a good answer from community.

 Can anybody help me ?

unfortunately, I don't think we have better solution if bitrate is constant, if you use VBR, you can change the QP to control it.
